EU commits to SCP, to assist Ecolabelling programme

Two Denmark-based consultants of the European Union Switch Asia Programme met with officers of the Philippine Center for Environmental Protection and Sustainable Development, Inc (PCEPSDI) to discuss on the status of the National Ecolabeling Programme-Green Choice Philippines (NELP-GCP). Dr. Jorgen Boldt of Wazee Consulting and Bjorn Bauer of Plan Miljoe Consulting talked with PCEPSDI officers headed by Executive Director June Alvarez and its new resident adviser Dr. Christopher Silverio. Main discussion centered on the key barriers in the implementation of green procurement and ecolabelling in the country as well as on what EU can provide to strengthen these core programs.

Mr. Alvarez presented the activities of the NELP-GCP and its need for EU support on its projects that advocates for green consumerism and productivity in the country. The EU consultants , for its part, explained the policy support component of the Switch Asia programme that primarily focus on assisting ecolabelling and green procurement. Dr. Boldt and Dr. Bauer also presented EU's commitment to help government programs relative to sustainable consumption and production (SCP) initiatives.

PCEPSDI is the third party administrator of the NELP-GCP in the country. The programme's main thrust is to award the Green Choice Philippines seal to products and services that demonstrated environmental performance leadership that will guide consumers on the environmental soundness of such products and service. To date, NELP-GCP has already awarded the seal to 20 locally-available products and has developed 36 environmental standards that are being used in evaluating the environmental performance of different goods and services in the market.

The NELP-GCP is under the auspices of the DTI Bureau of Product Standards and DENR Environmental Management Bureau. It is instrumental in the creation of the Green Procurement Policy in the government sector and also the establishment of the Green Purchasing Alliance Movement and the Green Youth Movement, who advocates for Green consumerism and Green productivity.
